How to Verify a UAE Job Offer Before Paying or Travelling
A PDF offer letter, recruiter message or company logo is not enough to establish that a UAE job is genuine. Before paying money, resigning from another role or travelling, check the employer, the offer reference, the contract terms and the work-authorisation route using the official process that applies to the employer. A legitimate company can still send an incomplete or confusing offer, and a suspicious message is not proof by itself. The safe approach is to preserve the evidence, verify important details independently and pause when a material question remains unresolved.

Separate the job offer, employment contract, work permit and visa
These documents and steps are related, but they are not interchangeable. The UAE government's private-sector employment guidance describes a sequence involving a formal job offer, the employment contract, work-permit approval and the work visa or entry process. The offer sets out the proposed job and terms; the contract records the employment relationship; the permit and entry documents address permission to work and enter or remain in the country under the relevant process.
Do not assume that a recruiter-issued PDF, an appointment letter or a tourist visa replaces the required official process. The rules and administering authority can differ for employers under MoHRE and for some free-zone or other special jurisdictions. Identify the employer's actual licensing and employment authority before deciding which portal or document should exist.
Build a document list
- Employer's legal name and licence or registration details
- Written job offer and its reference or transaction number
- Job title, duties, workplace and proposed start date
- Salary, benefits, probation and other material conditions
- Employment contract or draft contract, if issued
- Work-permit approval and entry-permit or visa details when applicable
Verify the employer and the person making the offer
Start with the legal entity, not only the brand name in an email signature. Compare the English and Arabic company names where available, registered business activity, address, website domain and public contact route. The UAE government's labour-fraud guidance directs job seekers to check that the company legally exists and refers to the National Economic Register. A company record is one piece of evidence; it does not prove that the person contacting you is authorised to hire or that the vacancy is real.
Check the recruiter separately. Confirm that the recruitment agency is identifiable and appropriately licensed for the activity, and use a contact route obtained independently from the company's official website or government listing. A free email address, a messaging-only contact or a domain that resembles the employer's name deserves additional checking, but none of those features alone proves fraud.
Employer and recruiter checks
- Legal name, registration and business activity match the offer
- The employer's official website and contact details are consistent
- The named recruiter or hiring contact has a credible role
- The vacancy appears on an employer-controlled channel or is confirmed through an independent route
- The person asking for documents or money is authorised to do so
- Any mismatch is recorded with the exact source and date checked
Check the MoHRE offer reference through the official enquiry route
For an employer and employment process administered by the Ministry of Human Resources and Emiratisation, the UAE government's guidance says the worker should receive a MoHRE-issued offer signed by an authorised manager and that its validity can be checked using the offer reference through MoHRE's enquiry service. Use the official enquiry portal and select the job-offer enquiry option; do not rely on a screenshot supplied by the recruiter as the only evidence.
If the employer is under a free-zone authority or another jurisdiction, ask which authority issues and verifies the offer and confirm that route directly with that authority. A missing result may mean the reference was entered incorrectly, the record is not yet available or the process is different; it is a reason to pause and clarify, not a standalone verdict. Save the result, date and any official reference number without publishing personal information.
Verification record
- Reference number entered on the official portal
- Employer and job details shown by the result
- Date and time of the check
- Any mismatch between the result and the document received
- Follow-up required with MoHRE or the relevant free-zone authority
Compare the offer with the contract line by line
Read the complete document, including annexes and any conditions. Compare the employer, job title, duties, work location, salary components, payment frequency, working hours, weekly rest, leave, probation, contract duration, notice, benefits and start date. Record whether each term matches, differs or is missing. Do not treat a verbal promise as a written contractual term.
The UAE government's employment-process guidance explains that the contract should be based on the signed offer and that changes after signing are subject to legal conditions and the required agreement or approval. If the contract reduces salary, changes the job, moves the workplace or adds deductions that were not in the offer, ask for an official written explanation before signing. Get qualified advice for a material dispute or a term you do not understand.
Terms to reconcile
- Legal employer and work location
- Job title, duties, reporting line and employment type
- Basic salary and any allowances or variable pay
- Working hours, rest days, leave and probation
- Start date, duration, notice and termination terms
- Insurance, relocation or other benefits stated in writing
Treat recruitment-fee requests as a serious stop-and-check signal
The UAE government's labour-fraud guidance states that the employer is responsible for recruitment expenses under the applicable labour law and warns job seekers not to pay money to a recruitment agency for a job. If someone requests a placement fee, visa-processing payment, medical-test payment, security deposit or transfer to a personal account, do not pay simply because a deadline is mentioned. Ask for the legal basis and an official invoice, then verify the request independently with the relevant authority.
Do not assume that a company logo, receipt, WhatsApp message or refundable-payment promise makes the request legitimate. Preserve the message and payment instructions, but avoid sending sensitive documents or money while the issue is unresolved. If you have already paid, keep the transaction record and contact the appropriate official support channel or your financial institution promptly.
Pause when asked to
- Pay a recruiter or intermediary to secure the job
- Transfer visa or processing money to a personal account
- Buy a ticket or travel before the required offer and entry process is confirmed
- Send an original passport or sensitive identity data through an unverified channel
- Keep the offer secret or ignore official verification steps
Confirm the work-permit and entry route before travelling
The UAE government states that working without a valid work permit is not permitted and that a visit or tourist visa does not give a person the right to work. Check which authority is responsible for the employer and the relevant permit. For Dubai-issued entry permits, the government's guidance points to GDRFA; for other emirates, it points to the federal ICP eChannels service. Follow the current official instructions for the exact document you receive.
Do not rely on a recruiter saying that you can start work while a tourist visa is being converted later. The employer's process, permit status and your own immigration status must be confirmed through the appropriate authority. If the employer is in a free zone, check the authority's specific process rather than assuming the mainland MoHRE workflow applies unchanged.
Before booking travel
- Employer jurisdiction and responsible authority identified
- Offer and contract terms checked and retained
- Correct work-permit or entry-permit process confirmed
- Visa or entry document checked with the issuing authority
- Travel date and start date are consistent with the official process
- No work is undertaken without the required permit
Classify red flags without jumping to conclusions
Useful checks distinguish evidence from suspicion. A company may have a real registration but a fake recruiter may impersonate it. A genuine employer may have a delayed record, while a convincing document may contain altered details. Record what is actually confirmed, what conflicts, what could not be found and what needs an official answer. Do not label a person or business fraudulent from one weak signal alone.
If a material mismatch remains—such as a different legal employer, altered salary, unverifiable reference, unrelated payment beneficiary or instruction to work on a visit visa—keep the decision on hold. Ask the employer through an independently obtained contact route and use the official government support channel if the answer is unclear.
Decision labels
- Confirmed: the official or independent evidence matches the material detail
- Inconsistent: two reliable records conflict and the difference matters
- Not found: the expected record was not located in the source checked
- Unverified: evidence is incomplete, unavailable or outside the source's scope
- Hold: do not pay, resign or travel until the material issue is resolved
Worked example: a recruiter asks for a visa payment
Illustrative example: a candidate receives an offer for a Dubai marketing role and is told to transfer an advance visa-processing fee to an individual's bank account within 24 hours. The offer contains a company logo but no reference the candidate can verify. The candidate does not pay. They check the employer's legal name and official contact route, ask for the correct offer reference and confirm which authority administers the employer's hiring process. They then use the relevant official enquiry service and request written clarification of the fee and contract terms.
If the official record cannot be confirmed or the employer will not resolve the mismatch, the candidate keeps the offer on hold and contacts the relevant authority. This fictional example does not establish that a particular offer is fraudulent; it shows how to stop an irreversible payment or travel decision until the evidence is sufficient.
Evidence to retain
- Original offer and all versions received
- Recruiter messages and independently verified contact details
- Official enquiry result and date checked
- Payment request and beneficiary details, without sharing them publicly
- Written clarification and the final decision
Use Needo to organize the offer review
Needo can compare a redacted offer, draft contract, employer details and recruiter messages against a structured checklist, identify mismatches, locate official verification routes and prepare the questions you should resolve before acting. It can distinguish confirmed evidence from claims and missing information, but it cannot issue a government verification result unless you provide the result or an accessible official source confirms it.
Do not upload unredacted passport numbers, Emirates ID details, bank-account information or other sensitive identifiers unless you have a clear reason and are comfortable sharing them. Needo does not replace MoHRE, a free-zone authority, immigration officials or qualified legal advice. The final decision to sign, pay, resign or travel remains yours.
